An Open Letter to Customers

To Our Partners: 

For over 25 years, WuXi AppTec has stood alongside thousands of pharmaceutical and life sciences companies with a simple mission: to help bring life-saving and life-improving treatments to patients in need. Behind every project we support are patients who need breakthrough therapies or medicines — and partners who trust us to help deliver them. 

Today, that trust faces an unprecedented challenge. 

On June 8, 2026, the U.S. Department of Defense (DOD) incorrectly designated WuXi AppTec as a “Chinese military company” on its Section 1260H list. Such designation is mistaken and baseless. We will pursue every available avenue to correct this mistake. 

The Facts About WuXi AppTec 

We want to be absolutely clear: WuXi AppTec is not a Chinese military company — not based on an objective review of the facts, and not under the statutory designation criteria for the Section 1260H list under U.S. law. 

WuXi AppTec is an independent, publicly traded company serving partners across more than 30 countries. The allegations being advanced for our inclusion on the 1260H list are factually incorrect: we are not owned or controlled by or affiliated with any government or military organization; we do not provide services to the PRC military; and we are not associated with any defense industrial base or military-civil fusion programs in any country. 

We are accountable to a large and diverse group of shareholders, which includes many leading global institutional investors. None of our board members or senior executive team has military or political party affiliations. In 2025 alone, we successfully completed more than 50 inspections by U.S., EU, and other government regulators, along with hundreds of customer audits — all passed with no critical findings. To date, we have never been placed on any government sanctions list. 

Our Commitment to You 

None of our ongoing customer programs will be impacted by this unwarranted designation by DOD, or by resulting restrictions in recently enacted U.S. legislation that includes the so-called “Biosecure Act.” All our facilities continue operating normally, and our scientists remain focused on advancing your breakthrough therapies. 

The Biosecure Act only imposes restrictions on work performed under future U.S. government (USG) contracts or otherwise involving USG funding. Even for such work, the Biosecure Act provides a grandfather period of five years that is expected to start in mid-2028. It also provides significant exemptions, including for Medicare, Medicaid, and Veterans Administration-administered medications that are not subject to the Federal Acquisition Regulation.  

We will pursue all available remedies to correct this erroneous designation. We are confident that the facts will prevail, demonstrating that WuXi AppTec does not meet the statutory criteria for the 1260H list, and result in our removal through due process.

Together, we have advanced therapies and medicines that are changing and saving lives. We remain committed to that mission and to the partnership that makes it possible.
